ESC Scholarship are open apply now. The Educational Service Contracting scheme, or ESC, is a program provided for by Republic Act 8545 (amending R.A. 6728), or the “Expanded Government Assistance to Students and Teachers in Private Education, or GASTPE. Its main objective is to decongest public secondary schools by “contracting” the excess capacities of private high schools through the provision of subsidies for students who, otherwise, would have gone to the public high schools.
The ESC was a response to stresses and strains at the high school level in both the public and private school sectors in the ‘70s up to the mid-80s. With the looming congestion problem, the Ministry of Education, Culture and Sports (MECS) commissioned FAPE to conduct a feasibility study on the ESC and later pilot trials in Region VIII, in coordination with the Eastern Visayas Association of Private Schools (EVAPS), and in Region XII, in coordination with the Notre Dame Educational Association (NDEA). The results showed that the ESC was a cost-effective way of delivering education.
1. What is ESC?
Educational Service Contracting or ESC is a system of government financial assistance that provides grants for deserving elementary graduates to pursue secondary education in a private high school of their choice.
2. Who can avail the ESC Program?
Only elementary graduates who will pursue secondary education in an ESC participating private high school of their choice can avail the ESC program. (Incoming Grade 7 students)
3. Can I still continue the ESC grant in case of transfer?
Yes. You can still enjoy the ESC grant provided that you will transfer to any ESC participating schools. Just present to the accepting school a certification letter reflecting your School-ESC ID number not later than the cut-off date for online application.
4. How about the amount of the ESC Grant?
For the SY 2013-2014, the amount of subsidy per grantee for the Grade Seven is
Php 6, 500 for the entire school year. The amount of subsidy for the remaining levels is the same as that received in the previous school year. If there will be changes in the amount of subsidy, you will be properly informed.
5. How to apply for the ESC Scholarship Program?
Incoming Grade Seven students who desire to apply for the ESC Program at PNJK IS shall follow the procedure below.
- Fill out the ESC application form then submit to the Registrar’s Office together with the other requirements enumerated below.
- Write a letter of intent to the High School Principal.
The letter of application should state the name of the child/student, number of siblings/dependents, monthly income, other sources of income (if any), and reason/s why applying for a government subsidy.
- Any proof of financial means of both parents, guardian, or the person who is helping send the student to school as shown in the table below:
- Recent 1×1 colored ID photo
Note: Parents will be notified of the status of the application as soon as SLOT ALLOCATIONS for the coming school year is posted on the school’s ESC IMS account (between April-May).

Announcement of Result
