The Civil Service Eligibility certificate is one of the documentary requirements if you are applying for a position in the government. This certificate is given to all passers of Civil Service Examinations (Professional and Sub-Professional) either through Paper and Pencil Test (CSE-PPT) or Computerized Examination (CSC-COMEX).

There are two types of certificate of eligibility, the temporary CoE, which is given free of charge to Civil Service passers. It is printed on a regular paper with the Commission’s letterhead and cannot be authenticated. Likewise, this temporary certificate is only valid for two (2) years from the date of its issuance. The other one is the regular certificate of eligibility which cost 100 pesos. It is printed on SECPA or security paper and can be authenticated. Moreover, the regular certificate has no expiration and it is usually the one preferred by government agencies.

Claiming the Certificate of Eligibility

After passing the civil service examination, you cannot immediately claim the certificate. The claiming of the certificate is usually announced approximately thirty (30) days after posting of results. You can only claim the certificate once the Commissioned announced its availability. However, there is no deadline in claiming your certificate.

When claiming your civil service eligibility certificate, contact the nearest CSC office to verify the availability of the certificate before going to the CSC Regional or Field Office. Visit the Commission’s website/directory to know their contact numbers and email address. Please be reminded that you must personally claim the certificate because representatives are not allowed to claim it on your behalf.

 CSC Certificate Requirements

Here are the requirements when claiming your certificate of eligibility:

  • A valid ID, preferably the same card you presented during the filing of the exam application.
  • Application Receipt and/or CSC Official Receipt, if available.

If you opt to apply for a regular certificate, prepare the following requirements:

Step by Step Procedure on How to Claim the Certificate of Eligibility

  1. Fill-out the ERRF and DF forms. The personnel there will receive and review your forms and will issue an Order of Payment.
  2. Pay the corresponding fee (Php 100.00 per copy) then wait for the Official Receipt OR).
  3. Present the OR to the Verification officer/s. They will verify/validate data and information based on the records. Wait for the request to be processed.
  4. If the records are accurate, the encoder will encode the examination and personal details. He or she will print the certificate/s.
  5. The supervisor or senior personnel will now review the data/findings and affix initials on the file copy of certification.
  6. The CSC Regional Director will affix his/her signature on the certification.
  7. After securing the copies of the certificate and the submitted identification cards, the releasing officer will now release your certificate. Affix your signature on the release portion of the ERRF or file copy.

The whole process of the issuance of the certificate of eligibility may take 32 minutes under normal circumstances. It may also take longer depending on the number of applicants.

Authentication of Certificate of Eligibility

An authenticated copy of the certificate of eligibility is the one preferred by government agencies. Upon receiving the copies of your certificates, you may proceed to authenticate them. Follow the guide below on the Authentication of Certificate of Eligibility:

  1. Fill-out a copy of ERRF then submit it to ERS-IRMO Action Officer. He or she will issue receive/review accomplished ERRF; issue Order of Payment and advise you to pay to the Cashier.
  2. Pay to the cashier the required amount (Php 50.00 per copy). The cashier will now process the payment and issue Official Receipt (OR).
  3. Present the OR to the verifiers/validators and wait for the request to be processed.
  4. If the record is accurate, they will photocopy the certificate/certification of eligibility (COE) or Report of Rating (ROR) and the Identification card/s.
  5. The Supervisor/ Senior Personnel will now review the data/findings and authenticate the certificates.
  6. Go to the ERS-IRMO Releasing Officer. He or she will now release the authenticated copy of  Certificate of Eligibility and Report of Rating. Affix your signature on the release portion of the ERRF or file copy.

Conclusion

Your authenticated certificate of eligibility can now be used when applying for a position in the government. If you are holding a first-level eligibility, you are qualified only to the first level (clerical) positions. On the other hand, if you got the professional level eligibility, you can be appointed to clerical and technical positions including executive/managerial posts, provided that you also meet the education, experience, training, and other requirements of the positions.
